It's bullshit. The first stage of the Ares 1 rocket originally intended for Orion is a solid rocket booster. It's LITERALLY a scaled up hobby rocket motor.

Alien tech would've had to have come from another planet several lightyears away. If our technology was reverse engineered from technology that can go to whole other solar systems, then our current tech wouldn't be so crude and inefficient.

Actually, in concept, our rocket tech hasn't changed much since the 1930's when the first liquid fuel rockets were being built. Due to safety concerns and lack of funding, rocket engineering is one of the slowest evolving technologies as compared to almost any other engineering field today. In fact, we're kinda going backwards when you compare the Ares and Orion to the Space Shuttle. Ares looks more like the ideas that originated from Apollo. The SLS looks even more like Apollo than that.

Additionally, speed of advancements today are the result of exponential growth. NOT LINEAR. This is because 1 advancement typically results in several more advancements being based on the initial one. This exponential growth trend in technology can be traced all the way back to Mesopotamia 7,000 years ago, and further back, long before most UFO conspiracy theorists would claim we acquired alien technology.

"When will the Orion be ready with astronauts on board?"

Actually, it's already been test flown on the Delta IV about a year ago, so the capsule itself is theoretically ready to take on astronauts. But the Delta IV isn't human rated, so we need to wait for the SLS launch vehicle. Since Ares is proving to be a bit of a bust thanks to budget cuts, NASA decided to go with a smaller 1 part launch system instead of the Ares rockets. The SLS looks kind of like a Saturn 1 with side mounted separable boosters and the option of stage modifications for bigger cargo (though it actually beats the Saturn V in cargo capacity). Test version parts are currently being built and tested. It should be ready to test launch in 2017. Manned test flights will likely come in 2018 to 2020, and I expect the first real missions using it will come about after 2020.

I can say that both of those giants of 20th century science would be horrified at someone using them in an "appeal to authority". And both of them would look at you with scorn for not knowing the first thing about what they studied.
