Should the general public rule a government or should a government rule over the general public ?

GeraldtheGnome: I hate all politicians. There are authoritarian governments, totalitarian ones, dictatorships, fascists, far left governments and far right governments as well as every government in between. When it comes to what usually is referred to as governments I have seen their interest is all that matters, all that should matter is what is best for everyone in the country or of any lower ranked government jurisdiction than that, instead there’s the political lie that what has been done is in the best interest of everyone.

What type of political system or systems should replace every government at a country level ?
