Judaism is a set of beliefs, not genetics. Judaism is passed down by teachings not by procreation. If it wasn't I would have a little Muslim and a little Orthodoxy in me. Israel does not govern it, and no Israelis live there. If the inhabitants have few rights, well, the government of the place - a cadre of religious fanatics known as Hamas - would be the people to talk to about that. The West Bank (now might be the moment to say) is also not a part of Israel.
