It is not that 'it would've happened with any administration', it is that it happened by this administration and it has been happening with other US administrations too, so to say that nothing is 'going to happen', falls short. I'm not getting what you're aiming at. On a side note, your statement does not seem to be fully the case. As President, Obama has launched attacks in Syria without any Congressional approval. That being said, there should still be a level of concern regardless of what was approved or not approved... I'm thinking on past events with previous administrations who were similar.
