What separates Mr. Nasty from Bloomberg is that Bloomberg led the city out of a severe crisis and helped improve conditions here during a very mixed period, economically - boom followed by bust. Guiliani rode the economic wave and put in place some smart policies. But Bloomberg has been a much better mayor. Not that there aren't still major issues to be tackled....  Chad_: New York City needed Guiliani when New York City needed him the most. Had he not been Mayor who knows what that city could be like before Bloomberg took over.
