If the State Department had workable Governments it could negotiate with, they probably would have. U.S. Marines would not have had to escort food convoys in Sudan if there was an internal infrastructure there, U.S. Marines would not have had to storm U.S. Merchant Ships held in South East Asia in the 70s if there was a basic Police Force in those countries who could have American Sailors freed and the ships released. U.S. Troops would never had needed to invade Panama if the President there could be simply handed over.
