Well sure, but not all Muslims are part of a hive mind. Unlike Catholicism for example, which has an infallible leader that defines what part of the bible should be interpreted, the Muslim religion is free to deviate from the core teachings. The differences between Islam and a protestant religion are minimal in its approach to religious teachings. I have no idea why people think Islam's main problem is the lack of free though, or an inability to break free from religion itself, when it is barely distinguishable from several mainstream religions.

Np19: with us muslims we believe that the quran is the word of god, and we believe that the laws set by god are perfect and that the law of god is never to be disregarded no matter what the circumstances. the quran does mention that women should cover their bodies and be modest and men also for that matter.
but it does not at any point mention that you should force the women folk to cover their hair or shave it off.

if the motive was simply because the woman was wearing a headscarf as she feels its her religious duty to do so then preventing this from happening again isnt going to be easy as generally what u find is muslims will not abandon their religious duties for the sake of pleasing others.
