WASHINGTON, DC – The Energy and Commerce Subcommittee on Oversight and Investigations today released the report, “Where are the Jobs? – The Elusiveness of Job Creation under the Section 1603 Grant Program for Renewable Energy.” In March, full Committee Chairman Fred Upton (R-MI) and Oversight and Investigations Subcommittee Chairman Cliff Stearns (R-FL) launched an inquiry into the $10 billion program as it became clear that accurate jobs data was difficult to find despite the administration having already spent billions of dollars and asking for billions more to extend the program. Information gathered by the committee reveals that job creation is an afterthought of the Section 1603 program and that most current methods used to calculate jobs created by Section 1603 are largely unreliable. What accurate jobs data exists for Section 1603 shows that it produces very few long-term jobs at a high per-job cost to taxpayers.

Upon release of the report, Subcommittee Chairman Cliff Stearns stated, “To this day, we continue to ask, ‘Where are the jobs?’ It defies belief for the Obama administration to have sold the 1603 stimulus program as a jobs program even though creating jobs was not even a determining factor in awarding the billions of dollars in grants. What’s worse, President Obama now wants billions to extend the program. As we endure 40 consecutive months of greater than eight percent unemployment and are confronted with a near $16 trillion debt, we should not be doubling down on bad bets that fail to create jobs. We need to restore a dose of sanity to the administration’s rampant spending.”

It is time to “out” President Obama.


Mr. President, it is you—not Mitt Romney—who is out of touch with the American people and with what our country needs.


You are outraged at the charge that your White House leaks national security secrets while you stake out a claim of executive privilege, to keep White House communications secret on “Fast and Furious”—the American people smell a cop out or two somewhere in that mix.


You are never out of excuses—blaming others for our anemic recovery—while we are out of patience, frustrated with your mishandling of the economy.


You are out partying at Hollywood fundraisers while millions of people are out of work.


Your spending is out of control while taxpayers are out ever more money to fund your bailouts and handouts for special interests that are special to you.


You have an out of whack belief that “the private sector is doing fine” while we recoil at your outlandish idea to throw more money at the public sector—big government.


You are out in the open—dividing people by race, income, and deeply held religious and moral beliefs—while most Americans strive to bring out the best in themselves and their neighbors.


Your ObamaCare outsources our health care to government bureaucrats while it leaves us out of pocket, out of choices for our treatments and doctors, and out of incentives to develop new drugs and other medical innovations.


You’ve gone out of your way to antagonize allies like Israel and to appease adversaries like Russia, while most of us see this as out and out betrayals.


You keep going further out on a limb with your extremism on the environment and limiting the uses of energy like oil and coal while ignoring our concerns about being out of power and out in the cold.


You are out campaigning about how in touch you are with us while we see you as out of your depth in leadership, out in left field in your policies and, hopefully, out of your office in November.

I don't get it ...

Nowhere in the initial post do I find any reference to "$900 BILLION" or "910 jobs" except in the title.

I even tried to use some math to see if it would shed some light, multiplying "$9.8 MILLION dollars per job" (second post) by 910 jobs, which comes to 8,918 million, or 8.918 trillion. No reference to that, either.

I went to the website, and looked that over, looking again for something that would match these claims. Nothing. (essentially just the same as the post, which was copy/pasted)

So ... I don't get it.

Industrial Policy: For a $9 billion investment, the administration created just over 900 new, permanent jobs. We could've had 20,000 jobs building a pipeline with not a dollar of taxpayer money being wasted.

According to the report by the National Renewable Energy Laboratory, which is part of the U.S. Department of Energy, Section 1503 of the American Recovery and Reinvestment Act (aka the stimulus), the part that covers green energy projects got some $9 billion in stimulus cash for 2009-11 and created a whopping 910 direct jobs — those involved in the ongoing operation of the wind and solar projects that were funded.

Now, the report doesn't come right out and say this. You have to pick through it and look past the "indirect" jobs said to have been created by the manufacture and installation of the bird-chopping wind turbines and water-cleansed solar panels.

The administration has a most curious way of describing what a green job is, but if you count just the "direct" jobs, it cost taxpayers $9.8 million to create each of those long-term jobs.

Throw in the indirect jobs supporting the direct jobs estimate of 4,600 (we're confused too) and there are 5,510 total jobs (direct and indirect). Starting with the $9 billion in grants, the result to establish 5,510 jobs averages out to $1.63 million per job.

In an attempt to make things look not quite so wasteful, the report in its summary claims that for the 2009-11 time frame, there were an average 52,000-75,000 "direct and indirect jobs per year" created for the construction, installation and related work on the wind and solar projects.

But can these jobs be called "green," since they involve skills and trades that can be used in other energy and manufacturing sectors? Can the people who operate the food trucks that feed these construction workers on their lunch break be said to have green jobs?

Yes, they can, according to John Galvin, the Bureau of Labor Statistics' acting commissioner.

Galvin was recently grilled by GOP Rep. Darrell Issa, chairman of the House Committee on Oversight and Government Reform, who questioned whether jobs were classified as "green" based on their characteristics or whether they were so classified "for political purposes" and to make President Obama's green energy program less of a failure.

"Does someone who sweeps the floor at a company that makes solar panels — is that a green job?" Issa asked. "Yes," replied Galvin, who also acknowledged that a bike-repair shop clerk, a hybrid-bus driver, any school bus driver, used-record store employees and "the guy who puts gas in a school bus" are all defined as green jobs.



Note the very first sentence:

Compare that to the title of this thread:

$900 BILLION stimulus creates 910 jobs.

You're off by a factor of 100.

I'm also curious as to why no one else on this thread happened to notice something so obviously in error. I mean, "$900 billion" ?!?!? That's well over the entire 2012 Dept. of Defense budget.

Kind of screams out: "ERROR! ERROR!" ... doesn't it?
