The only country that experimented with nudity in large numbers at that time in Europe was Germany, and that was just nudity, no hanky panky, just people going into the countryside and playing sports games naked in large numbers. France and Italy were both strong catholic countries with the Catholic Church ruling over the State with an iron fist, and don't even go there with catholisism in Spain. None of those countries had the freedom Germany had just before the NSDAP began imposing social order rules. As for England it seems really difficult to image England allowing people to just screw in the streets. Nothing to do with religion, just 'public indecency' laws would have stopped There were all kinds of weird stories about the Soviets allowing 'Free Love' in Russia, but that was just anti communist propaganda at the time. Russians are a very concervative people at the best of times, (ask any Gay person) and the 1920s in Russia were not the best of times in Russia. The most 'liberated' place in Europe in the 1920s was Paris. But people there who were swingers kept well away from the regular people in Paris.
