OCD_OCD: Gunshots have been fired outside of the U.S. Capitol Building in Washington, D.C.

A U.S. Capitol Police source tells National Journal that members of the USCP are among the injured, but the actual number is not confirmed. The House went into recess a little before 2:30 p.m. The lockdown at the Capitol appears to have lifted a little before 3:00 p.m. The White House is currently on lock-down.

A Capitol Police officer tells NJ that one of his colleagues is injured and being treated. Another officer says that the injured officer is in stable condition.

National Journal has confirmed that the incident began at the White House when a car attempted to crash one of the barriers on an outer perimeter of the White House. That sparked a brief and complete lockdown of the White House, with a heightened security presence and a pushback of all tourists on Pennsylvania Avenue.


Officials said they were trying to determine exactly what happened before offering more details.

ABC reports that a female suspect is dead on the scene at the Capitol.

Reporters and people at the Capitol were told to shelter in place, but that order was lifted before 3. At that point, there were NCIS and FBI officers on the scene. Capitol police are out and armed on the sidewalks of the building, moving tourists away.

The police report that the gunfire occured at First & Constitution Ave NW. There is currently a car in the middle of Constitution and First NW that looks to have been involved in the crash.

Dylan Price, 30, was standing on 1st street between Independence and Constitution Avenues when he heard four or five pops. As one barricade was raised, a cop car got snagged and flipped over.

House Minority Leader Pelosi, D-Calif., spoke to reporters and members outside the House chamber.

"There were gunshots," she said, moving from member-to-member sitting outside the House chamber.

Initially, upon word of the alert, security personnel in the chamber immediately slammed shut and locked the doors to the lobby outside, with reporters and some of the members inside.

Rep. Michael Grimm, R-N.Y., told reporters he assumed any gunshots were intended at members.

On the balcony by the Speaker's lobby, members have heard rumors of the gunshots. A number of them are sitting, smoking cigarettes and cigars. Rep. Gerry Connolly, D-Va., tells National Journal that "we could not see anybody nor hear flashes, but we could distinctly hear it sounded like fireworkds, a big fireworks display and then we realized it's not fireworks. And then we realized it sounded more like the first volley of a 21 gun salute. 7,7,7, because it was very close together, a very loud burst."

The congressman says that he has been told that the gunman has been apprehended.

OCD_OCD: The woman who led police on a high-speed chase near the U.S. Capitol before being shot dead had a history of mental illness and believed President Obama was electronically monitoring her Connecticut home in order to broadcast her life on television, sources said.

Sources told ABC News that Connecticut police had twice in 2012 been called by Miriam Carey's boyfriend, who reported the woman was delusional, acting irrationally and putting her infant daughter in danger.

Carey, 34, a dental hygienist from Stamford, Conn., was killed by police Thursday after trying to ram a White House gate and leading cops on a chase down Pennsylvania Avenue with her 1-year-old daughter in the car. The toddler was uninjured and placed in police custody.

According to sources Carey believed she was the "prophet of Stamford" and was capable of communicating with Obama.

Her mother, Idella Carrey, told ABC News that her daughter had been hospitalized after suffering post-partum depression.

On Dec. 10, 2012, police were called to Carey's home by her boyfriend Eric Francis, 54, father of her baby. Francis told police Carey was emotionally disturbed and he believed his daughter was in danger, according to sources.

Carey told police President Obama had placed Stamford on lockdown and had arranged to have her home electronically monitored and her life broadcast on television, sources said.

Police handcuffed Carey and remanded her for a mental health evaluation. According to sources, Carey had a family history of schizophrenia and was taking medication for a mental illness.

On Dec. 21, Francis again called police to report his girlfriend was "off her medication" and acting erratically.

In January, the source said, a state social worker met with Carey and Francis and Francis told the social worker that Carey was "100 percent back to normal." Carey told the social worker she had been diagnosed with post-partum depression, was on prescription medication, and was receiving treatment, the source said.

OCD_OCD: That's the problem with some mental illnesses, you never know when they are going to stop using their medication and lose touch with reality. If this was even 60 years ago, we wouldn't have to worry about crazy people on the streets because they would have been locked up in a mental institution, never to be seen or heard from again.

Both solutions don't seem to have worked. If they are free and medicated, it's great. If they aren't, then things get wacky in a hurry. Sometimes it is the ones who suddenly become unstable for the first time that cause the most grievous
injuries to others.
