A large part of the brain is tasked with "face recognition", and often when we stare at random and chaotic imagery our brains try to make sense out of it and we see the impression of faces. The same thing occurs when people see the impression of human faces in random rock formations, often only during certain times of the day when the shadows play just right. The famous "face on Mars" from the Viking probe photos is another example of this.
