A friend did the first two with a couple of needles and thread, a heart on one arm and a cross on the other, and they looked like 'jailhouse tats'. Then later, at 18 (had to be 18 to go to a tat parlor in PA) I got them cleaned up by a pro and added another one on my forearm, the Chinese characters for 'Freedom'. The OP though reminds me of when I was teaching in Phoenix, at a 'school' for troubled teens, I had a student, a very 'ripe' little chica, who had a LOT of ink, the cleavage area, her legs, her shoulders.... I asked her how she'd gotten them since I knew she was under the legal age to go to a parlor, and she just smiled and said "The tattoo parlors here, if you show them a bit of skin, they'll tattoo you anywhere!"
