Most of the time people will keep hold or their children, even if they are terrible mothers or fathers; Either because they have nothing else positive in their life or can be used as a moral shield against any number of things. You could argue social services could take the child away, but taking a child away at birth is a redundant issue too, since child birth is a testing time for people who want kids, let alone ones that don't want them.
