But: Once full debate and the methods of representative democracy have settled a question, winners and losers band together for the common good and majority-determined result, and the losers suck it up and join in the national consensus, fairly decided and determined.

Combined with numerous programs such as tutoring and social and financial incentives to assist non-English speakers to make the transition. New speakers enlisted as trainers and teachers for the next round. Government first, then commerce.
4. Complete amnesty for illegals, with cut-off date (e.g. July 1, 2012) to be set. Eleven million is too large a number to deal with otherwise. Yes, we should have stopped it sooner but it's too late to cry over spilt milk. Get over it. We screwed up. Let's go from where we are, not where we should have been. Conditions: (a) Beneficiaries to sign up for 2-3 years of National Service, including military and new civilian functions; (b) All beneficiaries must seek citizenship (c) All beneficiaries must pledge complete support for the policies set out here (d) Vigorous prevention of future illegal immigration.
