Many countries fail to provide accurate numbers, either because of war, incompetence, lack of internal control, too bad reporting routines or even the possibility that the government withholds information on purpose, like the case is often here in Zimbabwe. So when a country appears at the bottom of the scale regarding rape and abuse, this does not necessarily mean that it should be regarded as an example for the rest of the world to follow. Is it realistic to think that the figures of such cases for predominantly Muslim countries like Somalia and Afghanistan really are as low as they appear in the UN statistics? For the reasons that I have listed above, many countries are unable to provide complete figures and thus appear at the bottom of the statistics, while they would have been higher up if every case that happend had been included. That is what I wanted to express and this phenomenon is well-known, at least within the UN, where I used to work in my younger days. No serious scholar takes such statistics at face value, because they know that the numbers involved don't represent true figures. If I remember correctly, I think that the experts call such deviation "dark numbers".
