The Autonomous Republic of Crimea is an autonomous parliamentary republic within Ukraine and is governed by the Constitution of Crimea in accordance with the laws of Ukraine.So technically if residents of Crimea want to vote to belong to Russia or Ukraine or became a independent state they can,but of courses the western leaders already said that it would not recognize such vote /referendum From what i understand the WILL and WISHES of the people of Crimea under a DEMOCRATIC vote to decide their future,will not be recognized by USA,Canada.
