In 1996,a young woman in Guelph,Ontario,decided to walk down city streets topless.It was,after all,really hot that day.While some folks didn't find her attire suitable,the Ontario Court of Appeal decided,on a unanimous vote,that the lady in question hadn't violated any "community standards"by going topless.Whether this was a good choice or not depends on who you talk to,but it's definitely still a matter of debate. In Kenora,Ontario,morality laws were quite explicit when it came to public indecency.In 1901 a bylaw was passed making exhibitionism illegal. You couldn't display any "obscene pictures,plate,print,drawing,statue or any other indecent exhibition" within the town,nor could you wash your naked body in any public place.
